Governance should be formed and nurtured from low-to-high, before high-to-low; cooperatively and participatorily before competitively and directively.
It should be devloped concurrently with decrease of top-down one-way directivity and largely win-lose destructively-competitive Two-Party State-ism.
Summary: Participatory Democracy's prerequisite is the enabling of all levels of the People to conduct friendly fact-sharing and problem-solving, peacefully serious discussions, cooperative submission-writing, and finally collective-petitioning.
This primary stage of Democracy must be protected from competitivism especially from political, professional and marketplace competition which nevertheless must follow on from those preparatory stages when election-campaigning has to take place. |

The common concern here is vis a vis conserving and economising. The common concern and need includes both 'economically' and 'ecologically' sustainworthy global-economics and governance, and individual waste-not-want-not training and education, to be lifelong-available to every willing and able citizen.
The more a person/community draws from the Common-Purse the less personally-efficient, and the more destructive of both renewable and non-renewable lifesupports, that person or community can be scored as.
(Think: eke-o-nomically and ecolo-nomically: waste-not-want-not eking-out of scarce renewable and non-renewable lifesupports; and keeping economics safely and sustainworthily within measurements and forecasts of the Earth's safely-employable ecological lifesupports).

PARLIAMENTS: Although most governance bodies have many good, strong and essential skills and constitutional-components, overall the Houses of Commons and Lords, along with every other level of the traditional. British Two/Three Party State, score so low in their 75% timeframe personal-efficiency that their 25% work-timeframe performance, at the top of the nation's workforce, bears little credibility.
Current Parliamentary and other high-level governance performances are energetic enough, but lack constitutional, legislative, judiciary, civil-service and community honesty, clarity and commitment.
When parliamentarians talk about level-playing fields, checks and balances, caps and claw-backs, cost-effectivenesses, and about making The People more participative in rescuing, maintaining and strengthening the Parliament's Sovereignty over our Democracy, they have lost touch with the needs and hows of every level of the 75% life-timeframe but of the 25% work-timeframe too.

For instance, let us suppose that the "bad"-news is 'drugs'. The news reports that a certain life-crippling drug is being grown en masse in mountainous terrain where access, by civil-health-operators even on foot is impossible; and similarly-inaccessible avenues are being used by fugitive drug-baron mercenary outlaws to smuggle huge quantities of that drug into other countries, there to have it illegally spread for addictive-use and consequent dehumanising and very costly damaging effects, spreading as widely as possible throughout that nation's population.
Health operators, police, even whole armies and alliances of armies have so far failed to find and destroy this evil crop, failed to prevent the marketing of it, and failed to remedy its destructive and dehumanising effects upon populations and economies.
[ 235St230110: Life-Refreshment's good-news would start with a strong and general health-defensive recommendation: that any person whatsoever would do well for their self and for the concentricly widening human-populations around them by establishing three bottles of unadulterated drinking water into their daily and nightly routine: one beside one's bed, one beside one's living-room armchair, and one in one's daytime going-out bag.
WNWN (Waste-not-want-not).
Chunking-down and chunking-up is also to be recommended, such as chunk-down into saving your paper-handkerchiefs into drying-out bags to be used for wet or dirty little jobs like around the kitchen sink or lavatory. By chunking-up, in that same mini-environment, one could put the kitchen-sink plug in and save washing up and rinsing water by jugging it into a bucket; then when the bucket is full one achieves moderate exercise by carrying it to the lavatory, there to be used as flushing water instead of pulling the handle on the cistern.
Another little micro-ecolonomic trick is to keep a used plastic shopping bag full of ex paper-handkerchiefs. Such a bag is highly useful in the kitchen; and another in the Lavatory-Bathroom where they will sometimes save on toilet-roll paper and be lifesupportively-friendly to Trees, otherLifesupports, and to factory-costs and pollutions. |

Nextly, 'Life-Refreshment' will tackle a more hugely vital. but unacceptably inaccessible, part of our common daily Health-maintenance & long-term Wellbeing-building needs.
Ongoingly we are concerned with the source of a particularly damaging-drug, being grown in inaccessible crop-fields hidden among rugged mountains, "somewhere amongst Global-Economics".

It appears that none of the advisers and commanders of the responsible law-enforcement organisations has tried and succeeded in stopping the warlording drug-barons' operational-personnel, nor in applying selective-weedicide spraying of these evil drug-fields. Selective-weedicide is a simple field-operation remedy, life-sparing, relatively very cheap, very rapidly-effective, and much more acceptable all-round, and easily controllable, than conventional warfare's hot-explosives' killing and destruction of people and buildings and lifesupportive-infrastructure.
Weedicide would be a super-accurate delivery of a selective herbicide onto the drug crop-fields, done from the air or nearby space e.g. from unmanned-robot-planes or invisible and unstoppable guided space-rockets; and possibly be supplementingly fine-tuned by other stealth or low-profile operations also. |

A further and probably much deeper and more 'generic' issue is one leading into the ultimately great issue of how to ensure that Democracy actually happens. Democracy, or the sovereignty of The People, needs to be developed at all levels and throughout all communities of a nation-state. True democracy needs to be both participatively and cooperatively 'win-win-win' for each and every party and individual affected by its decision-making, legislation, judiciary, and implementation-services.
It essential that democracy does not slip back into the Two-Party State syndrome. Todays' two-party states literally continue to hijack the term 'democracy' and weld it to other fantasies such as 'globally healthy & competitive individual-capitalism' which is really highly wasteful and alarmingly destructive of essential lifesupports.

This issue will be: That the general public, with its multitude of different 'communities', should be the initiators of issues-for-parliament, such that for instance when an election looms, instead of waiting idly and abrogatively whilst the Media-Sector tries to rush ding-dong 'debates' between the party-bosses onto our TV screens, we the Public should enable ourselves to hold cooperative fact-and-factor finding meetings, should enable ourselves to hold friendly cooperative needs-recognition and problem-solving meetings, should sequentially converse about our various needs and how they might besy be met, then more seriously and focally discuss the issues we see, and how they might best and peacefully be solved.
We should then submit our findings and results, up to the central constitutional judicial-administration for delivery to, distribution throughout, and deliberation by each and every constitutionaly-empowered worker or 'officer'.
Only thereafter should we allow the political-parties to launch their essentially and inescapably 'ding-dong' competitive stages of the Matter or Election.
This Life-Refreshment website is intended to progress into an adequate two-way responses functionability, beginning I am told with the blog-section, and later possibly upgrading so that an open response-forum, and perhaps a panel-of experts thereto, can become available for such major common matters.
As Life-Refreshment's initiating spokesperson, I also trust that brief, appositely cool, reasonable and mature 'preaching' may sometimes help towards better grasping of a need or issue.
Just as the USA Constitution says something like (")We hold this truth to be self-evident, that all men are created equal("), we greater-populations all around the World might need to engrave focally that "This Earth's various Lifesupports are sacred and shall be held sustain-worthily in Common; and so also are Civilisation's various monetary Purses to be held, in Common for common-needs, and not be held by Individuals, nor by 'Cartels', nor by Privileged or Super-powered minorities". We have come to believe that we are long-there, already sufficiently established along the various roads upwards into, and on up through, democracy; but that is an illusion caused by economic-affluence and not by educational, social and political advance.
So we might feel it apposite to express a belief, that such public-statements as those appearing on this Life Refreshment website might be found life-refreshing, and possibly be so felt by many individuals and by many communities of people, all over the World.

(1) There will need to be a few new stipulations, the most important of which concerns both Human Development and Human Efficiency: in this the basic formal-argument and moral-reasoning begins by distinguishing 25% Workplace job-efficiency from 75% Lifestyle personal-efficiency. Thus: Person A is ‘doing well’ i.e. being able to make ends meet and live healthily and happily, throughout the 75% timeframe, off a permanent low-income of £200 per week. Person A thereby, and regardless of that person’s 25% timeframe costs and job-efficiency, is notionally-classifiable as being 100% personally-efficient. [ Let this be our new Individual Human Development Index as contrasted with but possibly complementary to the longer-standing UNDP Aggregate Human Development Index)].
This IHDI can already be inferred to mean that a different person having to have £400pw can only claim to be 50% personally efficient; and so on up the drawings-from-the-financial-common-purse ladder or pyramid, to 0% and possibly further into minus n% personal-efficiency.
Person A (derivatively from the above) inherently scores 100% respectively for lifesupports-nurturing and common-purse-drawings minimisation i.e. is minimally destroying environmental lifesupports and minimally drawing from the financial common-purse in comparison/contrast with other persons upwards who ‘must have’ incrementally £100pw more than Person A. [Let such an upward sequence be known as Persons B (range £201 to 299pw) C(£301 to 399pw) X, Y, Z. And let persons managing to make ends meet and live healthily and happily off less than £200 pw be known as Persons A-n (range £200 minus n, where n is in £1 units; e.g. person A-3 is doing well off £197pw).
(2) The reader may find considerable connect-ability between matters raised on this website and some of the proceedings in the BBC Parliamentary TV channel (Sky+ 504), and find similar connectivities with content in a number of TV and Radio Documentary and News channels' .
Both personally and as a co-assertive citizen I find the performances of these different places of Parliamentary governance namely the House of Commons and the House of Lords to each have their own exemplary and irreplaceable skills, values and public attractions.
I do not hesitate to defend and recommend them all, including strong support for improvement and reform such as giving new pre-eminence to merit, to disinterest, and above all to deeper entrenched democratic-monitoring and election by the Public, of the Members of each House.
In a little more detail, whilst I strongly support the rapid reduction to Nil of hereditary seats in the House of Lords, I on the other hand very strongly oppose any attempt to reduce or abolish the House of Lords altogether.
In this context I would very strongly recommend and support the inclusion of Upper House members on a revised basis of disinterested merit and experience, again by democratic election, rather than by 'right' such as used to be attached to members from University academic staffs (but perhaps alas! still does attach to certain other 'heredity'-type seats such as the Church-of-England bishops' seats).
In short, I think that all members' seats in every democratic House, and Place including Local Neighbourhood Committees, should at least originate from firstly a truly informed cooperative-and participative democratic public doing fact-finding and constructive-discussion stages, by all willing and able members of the Public; and secondly only thereafter be processed up through the competitive 'campaigning' stage, that leads up to the final polling-days' election of qualifying candidates to initially basic seats, by the public democratic electorate.
Thereafter, certain internally-decided appointments are undoubtedly essential; but since both Houses can regularly be seen showing quite adequate, and even sometimes transparently-leaderful, ability and determination, to keep such matters under regular scrutiny, I shall say no more, but shall as Roland sang 'bide the time', and as the notional Vicar of Bray is said to have sung 'until the times do alter'.
