No British Prime Minister has ever been democratically-elected by The People.
  
David Cameron was not elected to be Prime Minister by The People; neither was Blair, Thatcher, Churchill, Attlee nor any prime minister; nor any parliamentary secretary nor any other minister, chair of a Scrutiny committee, front-bencher or back-bencher.
  
The People can only elect members-of-a-political-party-and/or-of-political-policies, to be members-of-parliament, whose primary duty and job is to represent and fight for the peoples' whole-of-life (i.e. non-political) needs. and therein to determine how these needs might best be met.
  
Britain's new Foreign Secretary, our voice and life-or-death representative to every other government and the 6 billion plus other peoples around the World, has declared indelibly that the British Prime Minister should be, and actually now has been, elected by The People:  which even primary-school level foreign peoples just learning English are life-experienced and intelligent enough to judge to be an anti-human-development and anti-democracy lie.
  
Britain's new Home Secretary Theresa May has under her a large increase in numbers of "police patrolling the streets", but the lower-down responsible Minister for Police Nick Herbert will carry the can and take the flak when the truth comes out that Britain's increased Police Force will be there not simply to reassure The Public but to quell the inevitable Riots that are going to develop as Tory suppressivism, LibDem complicity, and Labour avoidance, bites into the arteries and structural-bones of tens of millions of already de-democratised People themselves.

Empowerment must be preceded by Enablement. 
No system of government, especially our individual-capitalism's servant 'democracy', has ever sufficiently enabled all levels of its People.
Governments, like the Super-Powerful 'private' classes of millionaires and billionaires who own them, need workplace-skills.  They are at the Top through best-training and not at all through all-round life education.
 
The People do not need such life-educationless blinkered and sniper-like skills;
but we do need certain special abilities, albeit some of which must be micro-skills also used in the Workplace.
 
The sequences of democratic and lifesupportive empowerment are not only out of order but are being deliberately kept out of order.
 
Test-question:  Place the following terms in timeline sequence of priority (i.e. of importance and urgency to an individual and to a community or nation):

It is high time for The British People to begin enabling themselves.
We The People need to gather relevant facts and factors, to exhaust cooperative clarification and discussion tasks, to construct formal-argumentation, moral-reasoning, and life-experience documentation, prior to a matter becoming competitively monopolised by the Super-Powerful, Government and Media classes.
 
Clue to solving the Test-question above:
(Thought):
A citizen does not need to be ill, impaired or disabled;
but does have a right to be ill,
and also a need and a right to find a way of managing that illness. 
 
Thus the sequence can begin:
1) expense (pre-existing cost-of-living, the illness itself being a new expense, upon one's personal-energies as well
     as on one's purse)
2) need ( to meet daily costs of living and to find a cure)
3) right (to be ill, impaired or disabled; and a right to seek a remedy; and to find out how best to meet costs)
4) how (how best to meet this total list of requirements)
5) enablement (to meet each requirement)
6) income (to meet expenses)
7) entitlement [to a medically-prescribed drug; or to a remedial-lifestyle item such as a diet, time off from the
     workplace, confined to bed (whatever), to an 'additional-expense' allowance (income].
 
'Excellence' and 'genius' might only be relevant to a professional expert dealing with the case; for instance a doctor, an insurance agent, or an inventor; 
note that the first two of that trio need excellence but not genius, and the latter inventor needs genius but little or no excellence.

The three most neglected People-enablements are primarily clarification, cooperation and participation microskills
 in
1  facts and factors finding;
2  focused conversation & discussion,
3  formal-argumentation, moral-reasoning, and life-experience constructing.
These tasks need to be completed before, and in preparation for, the various competitive stages upwards to the Topmost offices and individuals, and thereafter to be prepared for downwards competition, denial and attack from those Tops against the People, through propaganda, other one-sided Media manipulations, and agenda-cornered biased  'debates'.
 
The one and most essential foundation ability, or sequence of microskills, is
Friendly Six-steps Method III Cooperative Problem Solving (originator Dr Thomas Gordon).

system of constitutionally-entrenched & legislatively-instituted Neighbourhood Assemblies in which or through which the individual
person and the entire local population can get to grips with any Matter before it becomes totally possessed by Politicisation.
 
Thirdly it shows that the essentially non-political Neighbourhood Assembly has to be a friendly but soberly-serious Association
 based upon cooperativity, participativity, tolerance and mind-functional enablement: 
(a)  to reach comprehension of both the overall various needs & hows & problems of Life-on-Earth, and the particular national and
      local-neighbourhood situations & issues needing;
(b)  to see all the facts and factors of each issue and cooperatively clarify them all;
(c)  to cooperatively discuss, deliberate, and constructively problem-solve the particular local Issue, and
(d)  to prepare both these Neighbourhood Assembly findings and a  small representative-body of each Neighbourhood Assembly
      for the next duty of carrying those Findings forward through the successive Public and then Political stages

Human-Ability must strategically and intelligently precede human-empowerment.
This means that ongoingly greater Enablementof The People must be the pre-requisite for improved democratic-empowerment of The People.
 
 
In a peoples' democracy, as distinct from any prevailing elite's 'democracy', seriously knowledgeable enablement of every level of The People is vitally important.
It should be taking primary place, as wholesomely manifold ranges of citizenship abilities and enablements, within the 75% living timeframe.
It should not be happening in the 25% workplace timeframe where the Nation's complementary need is for professional
organisational. administrative and governance skillings.  .

 FIVE STEP METHOD III, FOR FRIENDLY ‘WIN-WIN-WIN’ COOPERATIVE PROBLEM-SOLVING AND
NEEDS & HOWS RECOGNITION. (With acknowledgement to Dr Thomas Gordon & other exponents e.g. Robert Bolton).
 
Introduction: Read through every part of the following lines before attempting to judge, or even think about, this
methodology: the guidance lines are of primary and ‘deal-breaking’ necessity.
 
Guidance (Rule) #1:  No-one can come with any competitive or comparative advantage.
Each comes 'empty-handed' or with a ‘blank slate’. Each participates equally, patiently, non-competitively/non-‘leadingly’/non-invasively/non-pushily/non-manipulatively.
At the very outset participants might agree to a penultimate round, allowing improvement-suggestion to any
individual’s input; before confirming every input in the immediately-following final round. 
 
Guidance #2:  Move in one direction around the round-table; at each step many patient rounds will usually give much
 better results than merely one, two or three hurried rounds. Each person gets equal non-transferrable time per round.
  
Guidance #3:  Silence is absolutely Golden,  whilst each individual may be descending deeper and deeper inside theirself, until they have finally arrived at, and formulated into words, their own latest-recognised real and important need. 
  
Guidance #4:  Keep going around at each step, until each participant has clearly stated in their own words what their ultimate need is. NB Everyone needs to include, at every step, advocacy-allowances for Persons-Not-Present Who-May-Be-Affected By The Meeting’s Decisions and Plenning and Implementation.                                                  
Guidance #5: Remember: NO interrupting, interpreting, altering; NO competing.  Let each finish verbatimly at first. You might have agreed to a penultimate round allowing and even controlledly-encouraging improvement-suggestion to any individual’s input or part thereof; before confirming all Inputs in a final round.

Step 1 :  Each participant submits wording or amendment to describe the Problem-Situation at first needing to be written up on a whiteboard or butcher’s-paper, and agreed by each participant before moving on. Keep going around until what your scribe has written up on the whiteboard is perfectly approved by each participant.
Step 2:  Each participant suggests a solution they imagine might meet every-one’s need in the above-written situation. Once again no interrupting, no paraphrasing, no ‘improving’ the speaker’s wording.
Step 3: Go round and round, evaluating each ‘imagined’ solution; e.g. by a show of  left-hand = 1 point, right-hand = 2 points, both hands = 3 points, no hands = 0 points.  
  
Step 4: Select one of these shortlisted solutions; OR cobble-together an eclectic-solution made up of the best features from any of the solutions submitted in Step 2.
Step 5:  Go round and round again, this time constructing firstly a Plan A, that will best honour and ‘win-win-win’ meet each participant’s (and absentee’s) most-important real-need.                                                                                          That settled, go round and round again constructing a Plan B, for what to do, for whatever could go wrong in Plan A ‘from the inside’, or sabotage it ‘from the outside’.                                                                                                       Further back-up (contingency) plans could be decided upon at the end of this step.   
 
Step 6:  Will be the actual nitty-gritty 'on the ground', 'at the coal-face' and 'in amongst the grass-roots' action: the practical implementation of Plan A, and of its contingency back-up plan(s) where necessary.

Remember: ‘Win-Win-Win-Win-Win-Win-Win’ is a good mindframe, and from it can be included the most-important real-needs of other parties who are unable to be present in the meeting. Those actually present and participating will little doubt settle satisfactorily their needs and how best to satisfy them, but those present need also to include adequate advocacy for all absentees' needs and hows, which might be quite different from present-members' needs & hows.
